A new Goldwater Institute report calls for fundamental education reform in Arizona. The report recommends four steps to improve education and make Arizona students more competitive: Step 1 - Measure teacher effectiveness; Step 2 - Allow schools more autonomy; Step 3 - Improve transparency and accuracy of Arizona's testing system; Step 4 - Expand parental choice.
