Arkansas Policy Foundation’s Efficiency Project Update

The largest Arkansas state government reorganization in nearly 50 years started with the Policy Foundation’s Efficiency Project (2015-16) and the Transformation Advisory Board (2017-18), a citizens panel.

Accountant Mike Carroll chaired the panel and told the Foundation in a recent Newsmaker Interview that accounting is important to the reorganization, which seeks to improve delivery of services, efficiency, and taxpayer savings. Carroll said the ability to capture data and quantify savings are “extremely important” to initiative goals.

“For transformation to be effective, it must become a part of the DNA of Arkansas state government. This isn’t a “one and done” program. Transformation must always be in the thought process …”

The process has been elevated to a “cabinet level position so that it will always be a point of focus” in discussions with Gov. Asa Hutchinson. Carroll’s interview is posted at
