State Policy Network’s Kentucky affiliate, the Bluegrass Institute for Public Policy Solutions, has appointed Caleb O. Brown as its Chief Executive Officer. Jim Waters, who has been with the organization for over 21 years, will continue serving as Bluegrass president.
Brown is no stranger to the state freedom movement. A Kentucky native, he returns to Bluegrass after nearly two decades at the Cato Institute in Washington, DC, where he was director of multimedia and host of the Cato Daily Podcast. He produced over 4,000 episodes and developed original video and documentaries for the organization. The late David Boaz once described him as “The Voice of Liberty,” and if you’ve heard it, you would understand.
“It’s a remarkable opportunity to return to the Bluegrass Institute and direct our efforts to advance liberty in the commonwealth,” Brown said. “The Bluegrass Institute has a long track record of freedom-forward policy achievement. I look forward to building on that success.”
In 2005, Brown led the Bluegrass Institute’s KentuckyVotes.org project, which prompted the state legislature to publish bill summaries and voting records online.

Brown is also a regular attendee of SPN’s Annual Meeting, where you would find him interviewing state leaders for Cato’s podcast. Now, he will join the ranks of SPN’s network of CEOs from across the country, who regularly connect to strengthen each other’s efforts and refine their strategies.
