In the state of Massachusetts, high earners are responsible for a vast proportion of state tax revenue. For years, the Commonwealth experienced a great loss of this taxable income as wealthy taxpayers migrated to low- and no-tax states. Further changes to the personal income tax rate could exacerbate this trend.
