In recent years, SPN and our 50-state Network have developed essential capabilities that transcend the traditional think tank model, enabling us to secure and defend lasting policy victories. This expanded infrastructure, including litigation centers, government affairs teams, and investigative journalism outlets, has strengthened our ability to advance sound public policy and achieve both offensive and defensive wins for freedom.
The growing influence of this Network extends well beyond state capitals. A compelling example comes from Michigan, where the Mackinac Center for Public Policy‘s investigative journalism outlet, Michigan Capitol Confidential (CapCon), recently gained national recognition through citation in a US Department of Justice lawsuit.
In May 2024, Michigan Attorney General Dana Nessel initiated litigation against oil and gas companies, alleging their contribution to climate change. CapCon provided thorough, detailed coverage of this development, including the specialized legal teams recruited to support the Attorney General’s case. Their reporting highlighted how the lawsuit, if successful, would ultimately burden consumers and workers rather than just corporate entities.
This comprehensive coverage caught the attention of US Attorney General Pamela Bondi, who challenged what she viewed as governmental overreach by filing a federal lawsuit against the State of Michigan, Governor Gretchen Whitmer, and AG Nessel. In building her case, AG Bondi directly cited Michigan Capitol Confidential three times and specifically referenced CapCon reporter Scott McClallen’s work.
The lawsuit is ongoing, and likely to last several months to years. The Mackinac Center Legal Foundation, the legal arm of the Mackinac Center, is following the case closely and plans to participate during the appeals stage when they are permitted.
This recognition demonstrates how principled, fact-based journalism can influence policy discussions at the highest levels of government. Through McClallen’s meticulous and balanced reporting, CapCon has elevated its impact from state policy discussions to shaping national legal arguments—proving that investing in diverse advocacy tools yields significant returns for the advancement of liberty.
