One tactic we discovered (albeit unintentionally) this year was to keep one portion of our bills that was extremely disliked by a very vocal group. Then at the last minute amend it and take the part out. Legislators will then think that everyone is now ok with the bill and will sail through with little discussion.
What happened was we had a small corporate welfare transparency and accountability bill. It was mostly focused on state incentives but had one portion that targeted TIFs & PILOTs hard. Our locals and local IDBs were all up in arms trying to kill it. We agreed to take the local portion out with a last minute amendment. The locals ended up lobbying for the bill and because they were fine, legislators thought everyone else was and passed it out of committee and on the floor unanimously.
