Carl Helstrom IV is the Director of Foundation Strategy at State Policy Network. In this role, he crafts proposals and reports tailored to SPN’s foundation partners and collaborates with the development team on strategy and moves management. He also works with SPN’s programs team to find new funding opportunities and expand existing partnerships.

Carl grew up in New Jersey and has worked with a wide range of religious, intellectual, and public policy organizations across the country. He is a graduate of the University of Michigan and lives with his wife and daughter in Knoxville, Tennessee.
