2023 Legislative Recap

Tax Reform and Fiscal Policy Solutions

Tax reform has dominated legislative sessions since the pandemic, with states passing historic cuts. Since 2021, more than half of the states have passed tax relief measures.

While Washington, DC, advocates for tax increases on hardworking Americans, 13 states in 2023 passed tax reforms with the help of our Network (Arkansas, Connecticut, Iowa, Kentucky, Louisiana, Michigan, Mississippi, Montana, Nebraska, Ohio, Tennessee, Texas, and West Virginia), while seven other states maintained previously scheduled cuts (Michigan, Arizona, Idaho, Iowa, Missouri, New Hampshire, and North Carolina). These reforms put more money back into taxpayers’ pockets and boost economic activity.

Highlights

Note: Wisconsin and Kansas also passed significant income tax reform this year in the legislatures, but their governors vetoed the bills.
