State Policy Network is proud to announce that longtime Vice President of Strategic Partnerships Rebecca Painter will now serve as the organization’s Senior Vice President. In her new role, Rebecca will work across the organization to build the right talent and strategies to strengthen the entire 50-state Network and maximize our ability to bring greater freedom and opportunity to all Americans.
Rebecca has led SPN’s development team to unprecedented growth, tripling the organization’s fundraising and connecting our Network to more than $10 million per year in grant opportunities to strengthen their organizations and achieve greater policy change. She has leveraged her talents to build relationships with some of the country’s top philanthropists and create a powerful vision of the opportunity in the states to improve American lives, irrespective of the dysfunction in Washington, DC.

Beyond her role in development, Rebecca has been a critical voice on the SPN leadership team and with the SPN Board of Directors. She has humbly but firmly catalyzed major shifts within the organization along with SPN leadership, including the launch of the Center for Practical Federalism and subsequent action to challenge the growth of federal overreach in the states. She also helped SPN navigate the challenges brought by COVID-19, keeping the organization in strong financial standing (despite worldwide downturns) and SPN’s positive influence and message front and center among the donor community. And as our Network grows in size and sophistication, she has supported our partners in the expansion of their state durable freedom infrastructures—which have resulted in major victories in both red and blue states.
Rebecca has also served in SPN’s development peer groups, mentoring fundraising professionals across the country. She continues to be a resource to affiliate CEOs as they refine their strategies, navigate complex challenges, and maintain cohesion within SPN’s mission-driven community.
